Phone Blacklist is a database with a list of devices that have been reported lost, stolen or the bills on it haven’t been paid. If the device is blacklisted, wireless carriers won't allow the device to connect to the network even if using a valid SIM card. Blacklisted devices are verifying by their 15-dight IMEI Number. Blacklist is used in many countries and shared on an international database via GSMA.
